Take Action!   Increase CCDBG Funding!


NACCRRA and MomsRising.org teamed up with parents to fight for increased funding for the Child Care and Development Block Grant. The President proposed $1.6 billion in his 2011 Budget and we're asking Congress to follow his lead and provide this funding. Help us send the message to Congress by signing a petition to support high quality, affordable, and safe child care. In addition, Congress must reauthorize CCDBG with quality improvements by the end of this Congress. As such, we're also encouraging you to send an email to your Member of Congress urging him/her to push for CCDBG reauthorization now. The CCDBG funds Working Connections Child Care and also many of the early learning quality improvement investments that we make in Washington.
 

State budget update


The Washington State Legislative session ended after passing a budget with funding cuts and with increased revenue. As difficult as this session was, some funding was saved. Below is a summary of a few of the highlights that effect CCR and early learning (adapted from the Early Learning Action Alliance 2010 Budget Update).

Families maintain WCCC subsidy, a critical investment to support working families

Wa State Child Care R&R Network

Cut by $212,000

With the 25% cut last year, this reduces the resource and referral core funding.  This will mean job losses as well as reduced services to childcare providers and to families in finding child care and accessing services

Career and Wage Ladder

Program funding maintained

Quality improvement and staff retention efforts for 66 child care centers across Washington will continue with this funding

Early Childhood Education and Assistance Program (ECEAP)

Cut by $193,000

Twenty-nine (29) children will lose access to ECEAP

Administrative costs at the state level are also likely

Council for Children and Families and Home Visiting

Cut by $100k.

$300k trans-ferred from CCF to Dept.of Early Learning for Home Visiting Services Account (which received an additional $200k).  Due to an error, another $300k was moved from CCF, which is expected to be corrected in 2011.

The Home Visiting Services Account is established with $500k,creating a crucial foundation for Washington’s evidence-based home-visiting programs. DEL will oversee the programs and Thrive by Five would administer the program.

 

Until the technical error is corrected, reduced funding for the CCF will mean reduced administrative support and technical assistance for evidence based home visiting programs funded through CCF.
