at CCR
POSITION: Resource Specialist, Provider Services Team
PURPOSE: The Resource Specialist provides direct services to the
child care provider community. The goal of these services is to improve
the quality and quantity of child care that is available in the
community utilizing a new, statewide Quality Rating and Improvement
System.
NATURE & SCOPE: The Resource Specialist is a member of the Provider
Services team and reports to the assigned coordinator. The Specialist
participates as an active member of the Provider Services team; setting
goals and deciding how to accomplish the work of the department. In
addition, a resource specialist will be assigned primary responsibility
for a specific function.
RESPONSIBILITIES: Specific responsibilities of the Resource Specialist
include, but may not be limited to:
Recruit and assist licensed center and family child care providers to
enter into and progress through WA State Early Achievers Quality Rating
and Improvement System.
Provide culturally relevant and inclusive technical assistance in
person at licensed child care facilities throughout King County and also
by phone and e-mail; in addition, provide technical assistance to
community members about the field of early learning.
Provide Technical Assistance to child care providers to build capacity
around various domains including specific early learning topics, use of
technology, navigating the state professional development system, and
carrying out quality related self-assessments.
Manage a caseload of approximately 40 clients and assist clients in
reaching specific milestones over a distinct period of time.
Other duties that relate to the work of the Provider Services team as
assigned.
If assigned to work on a grant, the scope of work will define the work
deliverables.
MINIMUM REQUIREMENTS/QUALIFICATIONS: Minimum requirements include at
least 5 years of relevant experience; or an Associate of Arts degree in
Early Childhood Education or a related field and 3 years related work
experience; or a Bachelor of Arts degree in Early Childhood Education or
a related field and 2 years related work experience; or a Masters of
Arts degree in Early Childhood Education and 1 year related job
experience.
Additional requirements include:
1. Ability to work independently and self-motivate; majority of time is
offsite work.
2. Ability to maintain timely documentation/data entry into electronic
data system.
3. Proven ability to consistently meet monthly project goals.
4. Ability to work occasional night and weekend hours within the work
week (approximately one weekend day, two weekday evenings per month.)
5. Knowledge of Early Childhood Education programs and resources,
including school districts.
6. Excellent written and verbal communication skills.
7. Excellent listening skills with the ability to give and receive
critical feedback.
8. Proven ability to work in a team environment.
9. Demonstrated commitment to diversity, cultural relevancy and
inclusion is required.
10. Experience in/understanding of the provision quality customer
service.
11. Knowledge of computer software, especially Microsoft Word and Excel.
12. Washington State Drivers License, automobile insurance, and access
to a reliable automobile.
13. Must be able to pass a criminal history check.
Desired Qualifications Include:
1. Native language speaking abilities in Spanish and/or Somali
languages.
2. Knowledge of King County region and resources, with a specific
knowledge of South King County area.
3. Demonstrated ability to present information formally and informally
to large and small groups.

PURPOSE: The Resource Specialist provides direct services to the
community around identification of and access to child care programs.
Resource Specialists working in the Family Services Program provide
services in response to the needs of families: providing parent referral
services and child care consumer education.
NATURE & SCOPE: The Resource Specialist is a member of the Family
Service team and reports to the assigned coordinator. The Resource
Specialist participates as an active member of their team; setting goals
and helping ensure that the work of the department is accomplished. In
addition, a resource specialist will be assigned primary responsibility
for a specific function.
RESPONSIBILITIES: Specific responsibilities of the Resource Specialist
on the Family Services team include, but may not be limited to:
Provide parent counseling on the information and referral phone lines.
Assess family needs for child care.
Provide consumer education, including identifying quality and choosing
child care.
Provide referrals to appropriate providers in the community using
electronic data information system.
Collate and send parent information (ex. parent packets, requested
materials and referral lists).
Problem solve and quickly determine the best way to respond to client
requests.
Prepare statistical compilations as requested by the community
regarding the number of people calling for child care, the child care
provider community, etc.
Assist in the process of updating provider files, including contacting
child care providers to obtain updated information and other tasks as
needed.
Demonstrate high quality customer service by passing "Quality
Assurance" process.
MINIMUM QUALIFICATIONS: Minimum requirements include at least 5 years of

11. Flexibility to work limited evening and weekend hours on the
information and referral line and/or by attending community events to
provide outreach to parents and community partners

Early Learning Consultant Request for Qualifications
Child Care Resources is seeking individuals to provide consultation for
child care programs in King County. Consultation may include the
following: onsite coaching, mentoring for accreditation, technical
assistance, and training. Please see our
Project Profiles
for details
regarding the scope of work.
Early Learning Consultants are independent
contractors to CCR, not employees.
Minimum educational qualifications for our general pool of
consultant/mentors include:
CDA or two year degree in ECE. Exceptions to this may be granted based
on a candidates experience and background, and commitment towards
pursing a certificate or degree in ECE.
Course work and/or formal training in culturally appropriate anti-bias
practice and theory and continued commitment to this work. Exceptions
may be granted based on a candidates experience and background and a
demonstrated commitment towards continued professional development in
this area.
Minimum professional experience includes:
5 years of work with young children in a group setting,
experience supporting adult learners, and
experience working in diverse early childhood settings.
Additional qualifications include:
The ability to travel in King County.
Access to and comfort with technology, including computers and the
Internet
Additional education and experience may be required for contractors
working with specific projects (see below).

Contractors work in partnership with child care center teachers and
administrators and/or family child care providers to model and support
best practices in early childhood education and management, and support
professional development goals. Contractors are supervised by a
designated CCR staff member.
General Responsibilities: these are the minimum accepted standards
Conduct program assessment to identify program strengths and areas for
improvement
Work with directors, teachers and/or family child care providers to
develop program improvement plan.
Provide assistance and support to implement the program improvement
plan.
Evaluate progress and effectiveness of program improvements
Model professionalism and best practices at all times
Participate in regular CCR contractor meetings
Participate in contractor training and other professional development
activities required by CCR
Submit completed documentation, including timesheets, progress
reports, and assessments in a timely manner
Additional Minimum Qualifications for SEEC (Seattle Early Education
Collaborative) Coaches
M.A. in Early Childhood Education or related field (equivalent degrees
from other countries accepted). Exceptions to this may be granted based
on a candidates experience and background.
2 years of experience teaching and or coaching adult learners
3 years of experience working in diverse communities, supporting the
bicultural socialization process of children and adults
Experience and/or training in the use of Creative Curriculum 4th
Edition or High Scope
Experience and/or training with ECEAP (Early Childhood Education and
Assistance Program) standards
Experience and/or training with DECA (Devereux Early Childhood
Assessment)
Experience and/or knowledge of Head Start Standards
Additional Minimum Qualifications for NAEYC Accreditation Mentors
3 years experience as a child care program administrator that includes
leading a program through the NAEYC accreditation process
B.A. in Early Childhood Education or related field (equivalent degrees
from other countries accepted) including a minimum of 9 credit hours in
leadership, management, or administration.
Time and commitment to work with a program throughout the
accreditation process (6 24 months).
Additional Minimum Qualifications for White Center Early Learning
Coaches
Comprehensive understanding of quality standards and best practices in
the field of early education, including knowledge of ERS, PAS/BAS, DECA,
curriculum implementation and child assessments;
Awareness of Quality Rating and Improvement Systems
Familiarity with the White Center Early Childhood Community
Additional Minimum Qualifications for Seattle Early Reading First
Coaches
3 years of experience working in diverse communities, supporting the
literacy development and bicultural socialization process of children
and adults
Experience and/or training working with early childhood literacy
curricula, such as the OWL curriculum and Creative Curriculum Literacy
curriculum
Ability to successfully pass Federal Monitor vetting process
