Racial Equity Theory of Change

The Racial Equity Theory of Change (RE-TOC) is the product of a collaborative community effort owned by early learning professionals in Washington state. Thrive by Five convened a group of over 100 early learning stakeholders, including Child Care Resources, in a year-long process to develop the RE-TOC to inform the implementation of the Early Learning Plan. This series of meetings was designed to be a conversation of stakeholders from across the state, including parents, practitioners, researchers, and community leaders, as well as partners at the Department of Early Learning (DEL) and the Office of Superintendent of Public Instruction (OSPI), to closely examine the opportunity gap and how it manifests itself in the early learning system. Coaching and Quality Assistance in Quality Rating Improvement Systems

Approaches Used by TA Providers to Improve Quality in Early Care and Education Programs and Home-based Settings. This report presents results of in-depth interviews with technical assistance providers in 17 states that have statewide QRISs. The results highlight features of quality assistance they are providing as part of a QRIS, including: TA providers’ efforts to strengthen different aspects of quality, the coaching methods TA providers use, and the support TA providers receive to do their work. The report presents recommendations for strengthening quality assistance in QRISs, documenting TA providers’ activities and their relationship to quality improvement, and providing effective supports for the work of TA providers. Sparking Connections: Community Based Strategies for Helping Family, Friend and Neighbor Caregivers Meet the Needs of Employees, Their Children and Employers. A report on Phase I of the Sparking Connections Initiative led by Families and Work Institute (2000-2003). Interviews with national, state and local experts and innovative thinkers from disciplines related to early learning, health, family support, and community development sought new ideas and creative thinking about ways to support FFN caregivers. Interviews with retail managers, employees and their FFN caregivers resulted in illuminating conversations on child care challenges, needs and experiences from all perspectives. The Timing and Quality of Early Experiences Combine to Shape Brain Architecture

The foundations of brain architecture are established early in life through a continuous series of dynamic interactions in which environmental conditions and personal experiences have a significant impact on how genetic predispositions are expressed. Because specific experiences affect specific brain circuits during specific developmental stages—referred to as sensitive periods— it is vitally important to take advantage of these early opportunities in the developmental building process. The quality of a child’s early environment and the availability of appropriate experiences at the right stages of development are crucial in determining the strength or weakness of the brain’s architecture, which, in turn, determines how well he or she will be able to think and to regulate emotions. This report from the National Scientific Council on the Developing Child summarizes in clear language the most recent scientific advances in understanding the importance of sensitive periods on brain development, and the implications of those findings for policy.
